Small Businesses, Schools and Non-Profits

Who Qualifies?
Small businesses, schools, institutions, governments and not-for-profits that generate and store small quantities of hazardous waste and do not require hazardous waste generation permits are considered Conditionally Exempt Small Quantitiy Generators (CESQG) under New York State Law. In addition to CESQGs this progam acccepts residents from outside Schenectady County. These entities are eligable to participate in the new CESQG program at the County Composting and Recycling Facility. Residents within Schenectady County should participate in the Schenectady County Household Hazardous Waste Program .


What are considered "small" quantities?

Non-residential generators that generate less than 220 lbs or approximatly 26 gallons on non-acute hazardous waste per month, and Generate no more than 2.2 lbs of acute hazardous waste per month are considered CESQGs. The Schenectady County CESCG program is available to all qualifying entities in the Capital Region. To qualify the entity must be a CESQG* or resident from outside Schenectady County. There will be two CESQG collections in 2018. This program is not subsidized so the generator will pay the County’s contractor as quoted if they want to participate. Additionally, Schenectady County entities are given preference for participation if the participation limit is exceeded.

Here is how the program works:

  • First the entity that wishes to participate sends a registration request to the program administrator, Jeff Edwards at jeff.edwards@schenectadycounty.com on or prior to the registration deadline (all dates and deadlines are listed below). Upon registering the administrator will send paperwork to the registrant that includes an inventory form and a third party certification form.
  • The inventory form and certification must be returned by the date specified.
  • Upon receiving the paperwork the County’s contractor will send the registrant a quote and appointment time on the date of the collection.
  • Upon receiving the quote, the registrant will respond to the contractor to let them know whether or not the quote is acceptable and they still wish to participate.
  • If the registrant wishes to participate they will make payment arrangements with the contractor and show up at the County Composting and Recycling Facility at 24 Hetcheltown Road at the time of the appointment. At that time the contractor will accept the material and provide documentation back to the generator.
  • If after the acceptance of the material, the generator wishes to receive further information, such as the completed manifest with the signature from the receiving facility, this arrangement will be made with the contractor at the time of acceptance of the quote.Generating no more than 220 lbs. and storing no more than 220 lbs. of hazardous materials on site at a time. Also this program accepts no more than 220 lbs. of hazardous waste at a time. Also no more than 2.2 lbs. of acutely hazardous waste can be generated, stored or delivered as above.
